Level 3 Expands CDN Capacity in Asia

BROOMFIELD, Colo., October 28, 2008 ¾ Level 3 Communications, Inc. (NASDAQ: LVLT) today announced that the company has expanded its Content Delivery Network (CDN) capacity in Asia. This expansion significantly increases Level 3's delivery capabilities in the region and adds new capabilities to deliver content in China.

Level 3's expansion increases content delivery capacity in Asia by a factor of 10 and extends the CDN network into China. With this expansion, the Level 3 CDN footprint in the region includes: Australia, China, Hong Kong, Japan, Singapore, South Korea and Taiwan.

Increased access to these markets provides new and existing customers in North America and Europe with a global content delivery solution. The ability to deliver content from within Asia optimizes content delivery for efficiency and performance, enabling content owners to provide a better end-user experience to their customers.

Appear TV powers HFC Technics' 'Smart-End' IPTV Solution

At the opening of IPTV World Forum Eastern Europe 2008, Appear TV (stand: 32), a global provider of next-generation head-ends for broadcast and IP television, and HFC Technics, a system integrator and Appear TV partner based in Budapest, Hungary, are pleased to announce the integration and commercial deployment of the Appear TV SC2000 IPTV head-end into the Smart-End end-to-end IPTV and Cable solution. The HFC Technics Smart-End solution powered by the Appear TV SC2000 is already providing three operators with more than 60 SD and HD television services.

Smart-End provides Hungary's small-to-medium sized Cable and IPTV operators with a full end-to-end Digital TV solution, which simplifies launching IPTV services and transitioning analogue cable services to digital. TANDBERG Television Boosts HD Cable Programming with Market-Leading MPEG-4 AVC/DVB-S2 Distribution

TANDBERG Television, part of the Ericsson Group (NASDAQ:ERIC), today announced a new cable HD program transcoder that enables programmers to harness the bandwidth efficiencies of MPEG-4 AVC HD and DVB-S2 satellite distribution. The new TANDBERG RX8250 means MPEG-4 AVC HD content can be cost-effectively converted into high quality MPEG-2 HD streams at the cable head end. The RX8250 program transcoder, which will be launched at the HD World Conference and Exposition in New York, October 15-16, will boost content provider plans to expand their HD channel offerings.

The RX8250 is part of an end-to-end TANDBERG Television cable HD distribution solution, which enables content providers to carry six to eight MPEG-4 AVC HDTV channels on a satellite transponder. This represents a doubling in the number of channels to be carried per transponder compared to today's best MPEG-2/DVB-S HD satellite distribution solutions. Moreover, the RX8250 overcomes the legacy barrier to MPEG-4 AVC HD content for operators whose cable networks have a large installed base of MPEG-2 HDTV set-top boxes by enabling efficient transcoding of MPEG-4 AVC/DVB-S2 distributed content into high quality MPEG-2 HD.

"The RX8250 completes an end-to-end HD cable distribution solution that changes the economics of HD program distribution and enables programmers to add a significant number of new HD channels to their line-ups," said Lisa Hobbs, VP of Business Development for satellite and broadcast at TANDBERG Television.

TANDBERG Television's cable HD distribution solution combines the company's award-winning HD MPEG-4 AVC encoding and TANDBERG PREKOR™ satellite modulation, which uses dynamic pre-correction to improve the received signal quality. The high performance transcode functions of the RX8250 guarantee the high quality MPEG-2 HD program streams cable operators demand. The new RX8250 HD program transcoder also performs HD to SD down-conversion to generate analog video and audio outputs, providing compatibility with both digital and analog tiers. By offering automatic picture aspect ratio conversion and signaling via active format description (AFD), the RX8250 ensures widescreen HD video is correctly displayed when down-converted to 4:3 video. Full support is provided to ensure that closed captions, TV Guide data and program rating (V-Chip) services continue to be supported.

The RX8250 also supports MPEG-4 AVC HD output into the cable network, providing operators with the option to introduce MPEG-4 AVC set-top boxes without further investment at the head end. It can be used in combination with the TANDBERG Director receiver control and network management system, which includes a highly secure encryption/conditional access system. The product will be available commercially in Q1 2009.

Amino and Cilutions Develop out-of-the-box Digital Signage and IPTV Applications for Enterprise Networks

Cambridge, UK, and Rockville, MD - October 1, 2008: Amino Communications, the world leading IPTV platform supplier announced today that its two-year old partnership with Cilutions, Inc. has produced an 'out-of-the-box' digital signage and IPTV applications capability for enterprise customers. This enables multi-site enterprise networks to rapidly install these increasingly popular applications into their existing networks.

Using a range of models from the AmiNET portfolio of STBs, including the hard-drive equipped AmiNET530 for push Video-on-Demand (VOD), Cilutions has already made a number of prestigious deployments in the past couple of years in various North American market segments such as automotive dealerships, drug stores and retail clothing.
